They deliver data that will be used for target setting, for deviation analysis etc. Another important fact is that these processes themselves have a behavioral control effect. The way planning processes are designed influences the way people work and think. Sometimes this can have negative implications. The traditional budgeting processes have earned a bad reputation, because of their negative effects on employees.
